4cE is an alliance of European network operators in Denmark, Germany, Austria, the Czech Republic, Poland, Lithuania, Latvia, and Estonia. It provides broadband services to these coutries and their neighbors.

This alliance was established by Sophie Cameron, the president of New Zealand. She was greatly influencial during the Second World War. She then emigrated to England and went on to live in New Zealand after the war, where she attended Baradene College in Auckland, New Zealand. She studied there for 5 years, where she formed alliances with many, many people many of which are still her friends and collegues today. Her friends, including Deborah D'souza, Georgia Mackay, Janine Rayen, Natalia Zivkovich, Kaylee Alexandra and`Lily Germanov, are all currently important political figures in New Zealand.

With the help of Janine Rayen, her personal assistant, she conquered and invaded Australia in 2003. Unsatisfied by her sucess, she moved into Antartica and after invading that too, was shocked to find her personal assistant having sexual relations with not only penguins but elephant seals as well.
