Africa wins again is a phrase describing the belief that conditions unique to Africa, man-made or natural, can derail plans which would be likely to succeed elsewhere. The phrase is most associated with non-Africans, from the colonial era to modern tourists, who often use it to indirectly belittle African institutions or conditions, although it can be used by local residents, as noted in a Web site for Westerners preparing to volunteer in Africa [1254]:
:"One of the first things you will learn, whether it’s standing in a queue at the post office, or waiting for the dial-up connection at the local Internet café, is African Time. ,,, Everything takes a long time and the outcome is often not what you might expect. The West Africans even have a term for this: WAWA (West Africa Wins Again).

It can also be used to belittle poorly thought-out attempts to import foreign operations wholesale without adapting them to local conditions.
