The
Armenian Court of Administrative Appeals
(ACAA) is the highest judicial instance in the country of
Armenia. It is presided
over by the Right Honorable Lord Chief Justice
Slobodan B.
Iwanief.
Constitution
The
Court consists of three
Chambers.
The First Chamber is presided over by
the court's president, Oh The Right Honorable Lord Chief Justice
Slobodan B. Iwanief.
First Chamber is responsible for appeals based on violation of
basic rights
set forth in the
Armenian Constitution (there are few),
in addition it provides oversight over the Armenian Intelligence
Service (ZEROV) and serves as a court of first and only instance
for crimes such as
High Treason and Disturbing
Propaganda. These special
rights are exercised only in the state of national emergency; as it
was declared to facilitate trials against leading members of
Armenian
Secret Army for the Liberation of Armenia.
Basentsi Azoyan was
an honorary assessor during these trials.
The Second Chamber
deals with appeals against convictions for traffic violations,
while the Third Chamber occupies itself exclusively with disputes
concerning pensions for government officials. Interestingly,
Armenian Law provides to way to appeal against a criminal
conviction. Calls for judicial review have been countered by Oh The
Right Honorable Lord Chief Justice
Slobodan B.
Iwanief with the remark "You have to
read the law - it is all in the books".
