Arsenal of Democracy is a grand strategy wargame that is based on Hearts of Iron II. It is developed by BL-Logic, a development studio made up by fans of the Hearts of Iron series and active members of the modding community. It was announced on September 8, 2009[1] and is planned for release sometime during the first quarter of 2010.[2]

Arsenal of Democracy takes place during World War II and the early years of the Cold War. Almost all nations in existence and several hypothetical nations are playable. The player can control various aspects of their nation including appointing political figures, changing policies, researching technology, developing provinces, espionage, trading, and building their armed forces. The game plays in real time but can be slowed down, sped up, or paused altogether.

Arsenal of Democracy was first announced on September 8, 2009 on the official Paradox forums. The game became possible due to Paradox Interactive licensing the Europa engine to independent developers.[3]
