A pure substance and a mechanical mixture are very different; Gold,oxygen,and water are only a few of the not-so-many pure substances around today,on the other hand mechanical mixtures are much more common theses can include aluminum,copper,lead and many others.
There are many different techniques for filtering things some of theses ways include distillation-basically where water is evaporated then d evaporated again there is also the classic filter where the size of the weave equals the size of the filter.

Conclusion
a)If I were to change anything about the filter paper, I would make the weaving of it a little bit tighter to help completely separate the mixture, the tighter weaving would allow more of the liquid through...but not the solid,although it would take a lot longer. b)Chances are that water will dissolve the sugar,probably the experiment will not be the same.
You can separate food colouring by the distillation process witch is where the water is heated to boiling point and evaporates leaving the food colouring behind.
c)You know that some of the pepper dissolved in the water because the water has a sort of brownish tint,by looking at the water you can tell that no grains got through, so by reasoning it is pretty simple to say that some of the pepper dissolved. d)You can not use a filter (or any other psychical techniques)to separate a pure substance because it is made up of only one very small particle an example of a pure substance would be water, all water particles are exactly the same, so the particles DO NOT change,so the propriety's do not change. d)1.
The sand,sugar,water,and alcohol pas through a filter,the water and alcohol go in a beaker together,the sugar and sand go through a different filter, where the sand grains being naturally smaller land in a beaker,and the sugar is then poured in another beaker,the water and alcohol then go through the distillation process ,where the water is evaporated then d evaporated again in another beaker.
And that is how you can get water,alcohol,sugar and sand in different beakers.
