Carlos Westendorp y Cabeza (born 7 January 1937 in Madrid) is a Spanish diplomat.

Since 2004 he has been the Spanish Ambassador to the United States.[1] He was previously the foreign minister of Spain in 1996 and High Representative in Bosnia and Herzegovina, from June 1997 to July 1999.[2]

He was responsible for changing the former Tvrtko-shield, white-background flag of Bosnia to the current “yellow-triangle-under-blue-background-with-white-stars” design.
