Bellairs was Member of Parliament (MP) for King's Lynn from 1906 until January 1910. He was elected as a Liberal but defected to the Unionists (Conservatives) in 1909.

He was elected onto the London County Council in 1913 as a Municipal Reform party member for Lewisham. (He resigned 27 April 1915 when elected MP for Maidstone)

At a by-election in 1915, he was returned as MP for Maidstone, and held the seat until the 1931 election.

He was also a member of the Coefficients dining club of social reformers set up in 1902 by the Fabian campaigners Sidney and Beatrice Webb.
