Cellar dirt definition - Excavated or disturbed waste material ( such as soil, dirt, mud, etc.) associated with construction activities.

This term has appeared in Environmental Protection Agency documents, including the definition of pollutants in the Clean Water Act: CWA Title 33, Chapter 26, Subchapter V, Sec. 1362 Definitions, (6) Pollutants.

The term has been applied as it is used in the Clean Water Act to state and municipal storm water pollution prevention plan permits throughout the United States.
