The Chiefs of Staff committee was a collection of the heads of each military service in Canada prior to the beginning of Unification: the Royal Canadian Navy, the Canadian Army and the Royal Canadian Air Force. While Unification did not officially take place until 1968, the committee was replaced by the Armed Forces Council in 1964 after the publication of the White Paper proposing the changes. The committee was headed by a chairman who was later replaced by the Chief of the Defence Staff.
