Vehicles play an important role in the Halo games,[19][20] and so vehicles were also given a long development stage. The Forerunner AI Mendicant Bias awakens aboard the Covenant mobile city of High Charity and reveals that the "relics" are in fact the humans themselves—Bias identifies them as descendants of his makers. .Mistaking his words to mean that the humans are Forerunner rather than inheritors of their legacy, and worried that the discovery of such a secret would destroy the Covenant, the Covenant leadership instead directs the Covenant to destroy humanity, stating that they are an affront to the gods.^ In fact, the reasons they have such short legs are (a)They are what's left of the two smallest Covenant, Jackal's and Grunts and (b)It's only half the leg.
