Frank Wayland Higgins (August 18, 1856 Rushford, Allegany County, New York - February 12, 1907 Olean (city), Cattaraugus County, New York) was an American politician.

Life

He was a delegate to the 1888 Republican National Convention, and a member of the New York State Senate from 1894 to 1902. He was Lieutenant Governor of New York from 1903 to 1904, elected in 1902; and Governor of New York from 1905 to 1906, elected in 1904.
