Highway 28 is a provincially maintained highway in Ontario, Canada, running southwest-northeast from Highway 7 east of Peterborough, to Highway 41 in Denbigh (Addington Highlands township).
It passes through Lakefield, and Bancroft. Prior to downloading from the province of Ontario in 1997, the southern terminus of it was changed from Highway 2 in Port Hope, to Highway 134 outside Lakefield. In 2003, Highway 134 was redesignated as part of Highway 28, making the current southern terminus at Highway 7 east of Peterborough.
