The Hong Kong Discuss Forum (traditional Chinese: 香港討論區) is a popular Internet forum among Internet users in Hong Kong. It is one of the most frequently visited forum in Hong Kong other than Uwants and Golden Forum. It consists of more than 1 million members and it has large amount of visits every day.[3]

Hong Kong Discuss Forum founded at February 17, 2003. It was a Internet Forum adopted phpbb2.06 forum system. Registration begun at February 22, 2003. The name of the forum was not "Hong Kong Discuss Forum", it's "HK161". The domain(url) was hk161.com. It was a forum that discuss full of adult content. This was the entire forum of HK161:：[4]

In July 31, 2003, 「馬照跑、波照踢(Horse racing and soccer)」forum had been added to HK161 because of soccer gambling became legal. The name of the forum had changed to "Sexual 141". There were not too much forums in Hong Kong, it caused more people came to the forum. At January 1, 2004, "Fashion" board has been added to the forum, this makes the basis of complex forum.
In 14 October, 2003, the forum has been moved to www.discuss.com.hk, and the name of the forum has been changed to "Hong Kong Discuss Forum". Finally, in 2 February, 2004, www.discuss.com.hk has been the permanent domain until now. In March 2004, the forum moved to a more stable server, also convert the system to Discuz!3.0, attempt to obtain reliable technical support.
Since 2007, PRC Government filtered Hong Kong Discuss Forum, causing members in PRC unable to go to this website.
In December 2007, Hong Kong Discuss Forum and Uwants Forum begins partnership of each other.
Since 2006, the administration is getting worst. Some of the moderators is not treating the members seriously. There are some members are banned by the moderator(s) with the reason of criticizing themselves, also delete members without any notice. Some members also criticized that Hong Kong Discuss Forum is "OUTLAWED", deteriorated, etc. A HR Team and a moderator were persuading members to quit the forum because of darkness.
Moderators is Cyber-bullying and fool members voluntarily, and threaten or process them to be banned. Those caused mass of members quit the forum.
The administration is improving since 2009.
In February 20, Traditional Chinese to Simplified Chinese Translator had been installed to the forum. Users can translate posts by a click, but the translation are not always correctly. There are some characters did not get translated, also there are some words has mistaken.
This is the translation of regulations of Hong Kong Discuss Forum[5]:
Promotions of all Internet Forums are not allowed. No matter in the avater, signature, posts, or private message, use any ways to spread to show other channel; use the channel to direct/imply members can receive other ways to approach other Internet Forums; Post filtered webpages purposely, or advertisements or seek-profit websites without permission from owner is failure of obey the rules. Ones who violate this rule will have a penalty of unable to visit this website without any notice. Hong Kong Discuss Forum administrators can decline or stop any website link, if be warned and violate again, will be considered of Advertiseing/Promote Other Forums.
"Lie Post" definites posting threads/replies that has no
meanings, vague, too simple, using symbols or smiles only(Type only
thank you, hihi, Push, ccc, ..., see is included)

definites posting new topics or reply continually in a short time,
the entire forum's responder is the same person, also contents
without meanings, or reply details are the same.
(Hong Kong Discuss Forum ruled all members can only post 5 new
topics in each forum each day) violators will deduct points
according to "Wash Page"/"Lie Post", at least 5 points for each
post, if violate again, will be ban for posting for 3 days or
perpentual ban for posting/unable to visit.
If the post(s) is not suitable to the forum;
Or post any topics that is not suitable to the contents, will be
considered of violate the rules.
Posts will close by administrators or moderators, move or delete
the posts, also will quote rule #2 depend on the severity.
Hong Kong Discuss Forum expect every members can discuss with
lucidity. Personal Attacks, insulting, defame other races, abusive
languages or graphics including abusive languages.
insult definites words that is despicable and cause others felt
embarrassed, using acrid and harsh words maul or asperse others, or
using disapproving words to describe others.(Abusive languages is
accepted in this forums, but would be considered violate the rules
if used to other members)
Abuse, attack, using inelegance words or other words that can cause
argue will not be allowed. Also falsely use name with grudge, edit
names, inelegance nick name, reveal others' privacies, broadcast
not verified rumor(s), broadcast/post any posts that may violate
the law.
Contents must meet the rules above, the maxinum size of the
avater is 120x120px., signature cannot be taller than
240px.(including pictures and letters)
Violators' signature will be deleted and warned by administrators
or super moderator, if violate again, will in the blacklist of
visiting.
When posting topics and replies, [repost] must be added to the topic/article of the post, to show respect to the author. If violators has been called to account, 10-30 points will be deducted.
Phone numbers, email address, icq, etc. of any kind ways to
communicate display or imply at Hong Kong Discuss Forum is
prohibited. Violators will be deducted 10-20 points, and may ban
for posting depend on the severity. The post will be deleted.
