Howard Hitchcock (31 March 1866 – 22 August 1932) was a mayor of the City of Geelong in Victoria, Australia from 1917 to 1922, and a member of the Victorian Legislative Council from 1925 until 1931. He was also a philanthropist who organised the funding and construction of Australia's Great Ocean Road.[1] A trust to raise money for the work on the section between Eastern View and Apollo Bay had Councillor Hitchcock as its president.[2] His plan was that the Great Ocean Road would be built by returned soldiers as a memorial to all those who were killed in World War I.[3]
