Turkey There are 81 provinces in Turkey (Turkish: il) . Among the 81 provincial centers 16 of them are called metropolitan centers (Turkish: Büyükşehir). Within city borders of the metropolitan centers, there are more than one district governorate.(Turkish: ilçe) where each governate has a municipality which is a vassal of the metropolitan center municipality. Actually, two metropolitan centers (İstanbul and Kocaeli) encompass the whole province. The other metropolitan centers encompass a part of provincial area and majority of provincial population.
