New Mexico State Road 423 is a 17.0 mi (27.4 km) long state highway entirely within Bernalillo County, New Mexico. For its entire length, NM-423 is signed as Paseo del Norte in Albuquerque. The highway's western terminus is at an intersection with Golf Course Road. The highway then proceeds east intersecting with Interstate 25. The highway's eastern termnus is at an intersection with New Mexico State Road 556.

West of Jefferson Boulevard, NM-423 is a freeway with a 60 MPH speed limit. From Jefferson Boulevard to its eastern terminus at NM-556, NM-423 is a 6-lane divided highway with at-grade intersections. Proposals to reconstruct its interchange with I-25 would also extend the freeway portion of NM-423 east from Jefferson Boulevard to Louisiana Boulevard.

Future

The New Mexico Department of Transportation (NMDOT) plans a $250 million reconstruction of the I-25/NM-423 interchange, which would replace the existing diamond interchange with a 4-level stack interchange, and convert at-grade intersections with Jefferson Boulevard, San Pedro Boulevard, and Louisiana Boulevard to grade-separated interchanges, thereby extending the NM-423 freeway portion approximately 2 miles (3.2 km) east of where it presently transitions from freeway to surface arterial.

With construction underway on the Paseo Del Volcan (Northwest Loop) Highway between I-40 on the West Mesa and I-25 in Bernalillo, it is expected that NM-423 will eventually be extended westward from its present terminus to Paseo Del Volcan north of Double Eagle II Airport once that highway is completed.
