Ancient China

Law enforcement in Ancient China was carried out by "prefects." The notion of a "prefect" in China has existed for thousands of years. The prefecture system developed in both the Chu and Jin kingdoms of the Spring and Autumn period. In Jin, dozens of prefects were spread across the state, each having limited authority and employment period.
In Ancient China, prefects were government officials appointed by local magistrates, who reported to higher authorities such as governors, who in turn were appointed by the head of state, usually the emperor of the dynasty. The prefects oversaw the civil administration of their "prefecture," or jurisdiction.

Some prefects were responsible for handling investigations, much like modern police detectives.
Eventually the concept of the "prefecture system" would spread to other cultures such as Korea and Japan. Law enforcement in Ancient China was also relatively progressive, allowing for female prefects. Some examples of ancient Chinese prefects include: Chong Fu - prefect of the Ying District in the East Han Dynasty and Qing Tsao - prefect of the modern Shang-tung Province. An example of a female prefect would by Lady Qu[6] of Wuding (serving 1531-ca. 1557).
Recent portrayals of prefects in modern popular culture include Jet Li’s portrayal of the nameless prefect in the movie Hero.

Ancient Greece

In Ancient Greece, publicly-owned slaves were used by magistrates as police. In Athens, a group of 300 Scythian slaves was used to guard public meetings to keep order and for crowd control, and also assisted with dealing with criminals, handling prisoners, and making arrests. Other duties associated with modern policing, such as investigating crimes, were left to the citizens themselves.[7]

Roman Empire

In most of the Empire, the Army provided security rather than a dedicated police organization. Spain

The military policing responsibilities of the Marshal of France were delegated to the Marshal's provost, whose force was known as the Marshalcy because its authority ultimately derived from the Marshal. The marshalcy dates back to the Hundred Years War, and some historians trace it back to the early twelfth century. Another organisation, the Constabulary (French: Connétablie), was under the command of the Constable of France. The constabulary was regularised as a military body in 1337. Under King Francis I (who reigned 1515-1547), the Maréchaussée was merged with the Constabulary. The resulting force was also known as the Maréchaussée, or, formally, the Constabulary and Marshalcy of France (French: connétablie et maréchaussée de France). During the revolutionary period, marshalcy commanders generally placed themselves under the local constitutional authorities. As a result, the Maréchaussée, whose title was associated with the king, was not disbanded but simply renamed gendarmerie nationale in February 1791. Its personnel remained unchanged, and the role remained much as it was. However, from this point, the gendarmerie, unlike the marshalcy, was a fully military force.
The first police force in the modern sense was created by the government of King Louis XIV in 1667 to police the city of Paris, then the largest city in Europe. The royal edict, registered by the Parlement of Paris on March 15, 1667 created the office of lieutenant général de police ("lieutenant general of police"), who was to be the head of the new Paris police force, and defined the task of the police as "ensuring the peace and quiet of the public and of private individuals, purging the city of what may cause disturbances, procuring abundance, and having each and everyone live according to their station and their duties".

Britain and Ireland

In England a system of sherriffs, reeves, and investigative "juries" had developed under the Anglo-Saxons to provide basic security and law enforcement.
After the Norman conquest, these institutions remained though their roles changed. Sherriffs in particular were responsible for keeping law and order, although they were responsible to the king and represented his interests.
In the United Kingdom, the development of police forces was much slower than in the rest of Europe. The British police function was historically performed by private watchmen (existing from 1500 on), thief-takers, and so on. The former were funded by private individuals and organisations and the latter by privately-funded rewards for catching criminals, who would then be compelled to return stolen property or pay restitution.
In 1737, George II began paying some London and Middlesex watchmen with tax moneys, beginning the shift to government control. In 1750, Henry Fielding began organizing a force of quasi-professional constables. The Macdaniel affair added further impetus for a publicly-salaried police force that did not depend on rewards. Nonetheless, In 1828, there were privately financed police units in no fewer than 45 parishes within a 10-mile radius of London.
The word "police" was borrowed from French into the English language in the 18th century, but for a long time it applied only to French and continental European police forces. The word, and the concept of police itself, was "disliked as a symbol of foreign oppression" (according to Britannica 1911).
Prior to the 19th century, the only official use of the word "police" recorded in the United Kingdom was the appointment of Commissioners of Police for Scotland in 1714 and the creation of the Marine Police in 1798 (set up to protect merchandise at the Port of London). Even today, many British police forces are suffixed with "Constabulary" rather than "Police".

Among its first duties was the forcible seizure of tithes during the "Tithe War" on behalf of the Anglican clergy from the mainly Catholic population as well as the Presbyterian minority.

The US Secret Service was founded in 1865 and was for some time it was the main investigative body for the federal government.
After the civil war, policing became more para-military in character, with the increased use of uniforms and military ranks. Prior to this, sherriff's offices had been non-uniformed organizations without a para-military hierarchy.

The police are a group of people whose job it is to enforce laws, arrive at and investigate crimes and protect the public. People who work for the police are called police officers and work out of a police station.

Powers

The police have different powers to help them do their job. These powers are different in different countries, but most police officers have the power to arrest people, search people and their houses and carry equipment such as guns, batons/truncheons or pepper spray or all of them. The area where a police officer can use these powers is called jurisdiction. If he goes outside of his jurisdiction, he is no longer allowed to use his powers. Other police have to then take over.

Duties

The police are responsible for;

  • preventing crime and protecting the public. They do this by patrolling on foot in uniform and in marked police cars. It is often agreed that visible police officers make people feel safer, and to discourage some forms of criminal behaviour.
  • investigating crime. This means that they find out who committed the crime. Some serious crimes, such as robbery or murder are investigated by detectives.

Parts of police departments

Most police departments have most of their officers in two main groups: a "patrol" group that has officers who wear uniforms, and a "detective" group that has officers who wear normal clothing.

  • Patrol officers travel through their area to see what is happening. They drive marked cars with warning lights and sirens (makes sound to alert people). Usually, when people see patrol officers, they are reminded to obey the law. Patrol officers also enforce traffic regulations and run the local jail.
  • Detectives work on investigations that are more complex. They try to find fraud, illegal drugs, and sex crimes like prostitution and rape. (Prostitution is not a crime in all countries.)

Also, not all countries use the same words to describe these groups. In the United Kingdom, for example, patrol officers form the "uniform branch", while detectives work within the CID ("Criminal Investigation Department"). Police uniforms, equipment and methods can change a lot depending on the country.

Police in different countries

Different countries have different names for their police. In Ireland they are called the Garda and in Russia they are called the Militsiyaner. Other names for police services are sheriff's office, marshal's office or department of public safety. In the same country there can be different types of police officer who have powers in different areas and situations, such as state police, military police and local police. Equipment

In most countries, police officers have been trained to carry guns. Even in countries like the United Kingdom, New Zealand and the Republic of Ireland where most police officers do not carry guns, more are being trained to do so because gun crime is getting worse. Firearms training teaches that the use of a firearm is only when lives are at risk. Even if they do not carry guns, police almost always carry some or all of these things:

  • a truncheon or baton, used for close-quarters self defence. Usually wooden or metal.
  • handcuffs, for holding a person's hands together when they have been arrested.
  • a protection vest, usually to defend themselves from gun and knife attacks.
  • a torch, for lighting up dark places
  • a two-way radio, to call for help or information
  • a canister of CS gas (mace) or pepper spray, for stopping violent people
  • a whistle, for telling traffic what to do (US, and some other countries)
