Prostitution is legal for persons over the age of 18. Prostitution is common and it is practiced openly in major cities and tourist resorts.

Most human trafficking victims are trafficked within the country, to the provinces closest to the borders with Argentina and Brazil, notably in Paysandu, Salto, and Colonia. [1]

Some women are also trafficked to Spain and Italy for commercial sexual exploitation, through the use of false job offers. [2]

Occasionally, parents facilitate the exploitation of their children in prostitution [3].
