Richard "Rick" Gallot, Jr. is an African American Democratic member of the Louisiana House of Representatives, who has represented the 11th District since the fall of 2000.

The district was established after the 1990 census to guarantee a black voter majority. Gallot won the position after the popular incumbenet Pinkie C. Wilkerson of Grambling was killed on August 1, 2000, in a six-vehicle accident on Interstate 20 in Bossier City. At the time of her death, Wilkerson had been scheduled two weeks thereafter as a delegate to the 2000 Democratic National Convention in Los Angeles, California.

Gallot is ineligible to seek a fourth term in the Louisiana House in the nonpartisan blanket primary set for the fall of 2011. In the 2007 primary, he handily defeated the sister of Pinkie Wilkerson to win his third term in the legislative chamber.
