United Nations Security Council Resolution 665 was a United Nations Security Council resolution in 1990 that authorized the naval blockade to enforce the embargo against Iraq.

On 6 August 1990, after the Iraqi invasion of Kuwait, the U.N. Security Council adopted UN Resolution 661 which imposed economic sanctions on Iraq, providing for a full trade embargo, excluding medical supplies, food and other items of humanitarian necessity, these to be determined by the Security Council sanctions committee. In 1991, leading up to the Persian Gulf War, United Nations Security Council authorized the naval blockade to enforce the embargo against Iraq when it issued Resolution 665 which authorized the “use of measures commensurate to the specific circumstances as may be necessary … to halt all inward and outward maritime shipping in order to inspect and verify their cargoes and destinations and to ensure strict implementation of resolution 661.”[1]
