In the US, the National Oceanic and Atmospheric Administration regulates weather control projects, under authority of Public Law 205 of the 92nd Congress. This agency does not perform research into weather modification.

The Weather Modification Operations and Research Board was a proposed agency of the United States government, intended to promote research into weather control. A bill creating of the board was introduced in the U.S. Senate.[1] The bill did not become law.
